Aaron has three mind-based powers. First is an ability to read minds, which if he uses it, he can see a text window of the target's thoughts that only he can see while second is an ability to inflict illusions and hallucinations to others. Lastly, he has some mind-control powers just by shooting an energy bullet from his gun onto his target's head. However, the effects of it were minor as depending on his bullets that I listed in his profile.

Exceptions: Mind bullets, he's got mastery over haki which would block them
Character's Thoughts: Emotionally for all Marco seems deadpan, he's got a lot of sorrow and missing his 1600+ member family, especially his dead brothers and father. And this is on his mind 24/7 how to find them again. And undercurrents of stress trying to protect everyone. Also he pretends to be just a phoenix sometimes ("just") so permission to know he's also a humanoid pirate when he wants to be (and vice versa, that he's a phoenix when he's not visibly.) His entire family's reputation is about revenge, and he's unable to get it, even recently failing its attempt to get it for his father and brothers because they were betrayed by one of their own. He also hates law enforcement. Oops

Character's Thoughts: Cop stuff, super skeptical of magic and telepathy despite being here, obsessed with his cases, his heart overloads on electricity easily, he's dating a succubus here, (who manages his heart and why he hasn't gotten his pacemaker "yet") and misses his daughter (17, just graduated high school), and is afraid of water (because his unsolved case started with a girl's body floating in the river that he nearly drowned to try to rescue)

Exceptions: As a normal kid, Billy's thoughts can be read, etc, no problem. However, when he transforms into his adult superhero persona it may still be possible but more difficult - as if there's a magical barrier preventing it.
Character's Thoughts: It may be more specific in comments while threading but in general there could be thoughts about family, his foster brothers and sisters and sadder thoughts of his parents. This does get into spoiler territory though (there's a post in this journal if you want to poke that or tell me here, otherwise I'll avoid spoilers). Also general thoughts about being a magical superhero, wizards and flying.
